Emergency Proclamation Concerning COVID-19

PROCLAMATION
 
CITY OF CLINTON, IOWA EMERGENCY PROCLAMATION

WHEREAS, COVID-19 poses a serious threat to the public health and safety of the City of Clinton, Iowa as outlined by the Center for Disease Control (“CDC”); and

WHEREAS, the Iowa Department of Public Health (“IDPH”) has now determined that community spread of COVID-19 has occurred in the State of Iowa; and

WHEREAS, the Hon. Governor Kim Reynolds has issued a State of Public Health Disaster Emergency outlining specific steps and requirements to combat the spread of COVID-19; and

WHEREAS, Section 372.14(2) of the Code of Iowa grants the Mayor powers to declare an emergency and govern through proclamation to protect the health and safety of the citizens of Clinton.

NOW, THEREFORE, I, Scott Maddasion, Mayor of the City of Clinton, Iowa, do hereby proclaim the following:

1. That a state of emergency or public danger exists within the City of Clinton because of the threat of the spread of the COVID-19 virus.

2. That based upon the advice of the CDC and other public health agencies, and pursuant to the State of Public Health Disaster Emergency issued by the Hon. Governor Reynolds, I hereby declare that all City buildings will be closed to the public beginning on Monday, March 23, 2020. Contact information for departments during closure is as follows:

            A. Airport: Remains open but restrictions exist. Call 563-242-3292 for more information.

            B. Board and Commission Meetings: All non-essential City board and commission meetings have been cancelled. Essential meetings will be held via conference call. All agendas will be posted to the front glass of City Hall and will contain a dial-in number and access code for the public to participate. Meetings open to the public will resume June 9, 2020, with social distancing guidelines to be adhered to until further notice.

            C. Building & Neighborhood Services: Customers are to call 563-244-3360 or email bns@cityofclintoniowa.us to receive building permit. Permit applications can also be dropped in the BNS drop box at Central Fire Station.  Rental inspections are starting to be scheduled after May 15th. Outdoor and open-air building inspections, or indoor video building inspections are being scheduled.  Office will reopen to foot traffic on May 8, 2020.

             D. City Clerk: 2nd Floor of City Hall and corresponding offices remain closed. Beginning on May 1, 2020, customers are to proceed to the Finance Department of City Hall. Customers can also call 563-244-3421 to receive licenses and permits electronically, and for Council and Committee of the Whole meeting information. Bids can be mailed to City Clerk’s Office, City Hall, P.O. Box 2958, Clinton, IA 52733-2958, delivered to the Finance Department of City Hall or deposited in the drop box across the street from City Hall. Starting on May 1, 2020, bid openings will occur in the Council Chambers of City Hall, with social distancing guidelines to be adhered to until further notice.

            E. Council Meetings: Not open to the public. Residents who wish to speak at a Council meeting are to use the dial-in and access code information at the top of Council and Committee of the Whole agendas. All Council and Committee of the Whole meetings are live-streamed on YouTube (and can be viewed any time 24/7 after the meetings conclude). All agendas will be posted to the front glass of City Hall. Meetings open to the public will resume June 9, 2020, with social distancing guidelines to be adhered to until further notice.

            F. City Engineering Department: 2nd Floor of City Hall and corresponding offices remain closed. Beginning on May 1, 2020, customers are to proceed to the Finance Department of City Hall. Customers can also call 563-244-3423 to receive permits and to ask questions on current projects. Bids can be mailed to City Engineer’s office, City Hall, P.O. Box 2958, Clinton, IA 52733-2958, delivered to the Finance Department of City Hall or deposited in the drop box across the street from City Hall. Starting on May 1, 2020, bid openings will occur in the Council Chambers of City Hall, with social distancing guidelines to be adhered to until further notice.

            G. Finance Department: Beginning on May 1, 2020, the Finance Department will reopen. Customers are to adhere to social distancing guidelines. Customers are reminded that payments can also be made online or placed in the drop box across from City Hall. Customers are to call 563-242-7545 for assistance with making online payments.

            H. Fire Department: Customers are to call 563-242-0125 for non-emergency matters. For questions pertaining to COVID-19, residents are to call 2-1-1. MercyOne is also answering questions pertaining to COVID-19, residents are to call 563-244-5055, with questions answered by MercyOne staff from 8AM-5PM, Monday through Friday. Fire Houses are closed to the public until further notice.

            I.  Library: Please visit the library’s online, eBook, and audiobook resources at www.clintonpubliclibrary.us, sign-up for our newsletter and check updates.  Contact 563-242-8441 for more information. Beginning on May 4, 2020, the Library will offer curbside service.

            J. Parks and Recreation Department: Eagle Point Lodge and Ericksen Community Center reservations are being cancelled through May 15 and refunds will be issued.  For special events, registrations, or other inquires please contact Parks and Recreation staff at 563-243-1260. All parks will be CLOSED starting at 8:00 a.m., April 7, 2020 until further notice. The Clinton Police Department will enforce this closure. Bike and walking paths will remain open but social distancing guidelines must be maintained. Beginning on May 4, 2020, the Fitness Center at the Ericksen Community Center will open, but fitness area capacity will be limited and members must call to schedule a workout time. Customers are to adhere to social distancing guidelines.  Admin Office of the Ericksen Community Center will be reopening to the public May 4. Beginning on May 5, 2020, Eagle Point Park will be open to walkers, bikers and vehicles to drive through, and the Dog Park will be open.  The playground equipment remains closed and residents are encouraged to practice social distancing.  In addition, Emma Young Park Pond, for fishing only, is now opened.  All other parks remain closed until at least May 15, 2020. Campground will reopen at 4:00 P.M. on May 8, 2020, subject to social distancing requirements as delineated by the Parks and Recreation Department.

            K. Police Department: Customers needing to make a police report, make a hit and run report or for general information should call 563-243-1458. Customers needing a copy of an incident report, accident report or for background checks should call 563-243-1456. Customers needing a towed vehicle released, or the release of property/evidence (by appointment only) should call 563-243-1457. Customers are instructed to use the drop box for any paperwork for the Police Department.

            L. Transit/MTA: The Municipal Transit Administration (MTA) bus routes are operating Monday – Friday 6AM to 11AM and 2PM to 5 PM. Saturday Fixed Route bus service will be on request only.  Para transit is normal operating hours. Riders shall adhere to social distancing guidelines. If a passenger has an essential need for transportation outside of the reduced service hours, please call 563-242-3721, and every attempt to accommodate the need will be made.

Passengers with smart phones are able to see the locations of the fixed bus routes by saving the link “Live Map” Where’s my bus? from the MTA website.

The hours of operation for Monday thru Friday will be 6:00am to 11:00am and 2:00pm to 5:00pm.

No bus Service between 11am to 2:00pm, while buses are being cleaned.

Main Avenue will start at 6:00am and stop at 11:00am, start at 2:00pm and stop at 5pm.

Camanche Avenue will start at 6:00am and stop at 11:00am, start at 2:00pm and stop at 5:00pm.

Branch Line will operate at 6:00am, 6:30am, 7:00am, 7:30am, 8:30am, 9:30am, 10:30am, 2:30pm, 3:30pm, 4:30pm

Hill Line will operate at 8:00am, 9:00am, 10:00am, 2:00pm, 3:00pm and 4:00pm

13th Ave North Route will start 6:00am and stop at 11:00am, start at 2:00pm and stop at 5:00pm.

Lincoln Way Shuttle will start 7:30am and stop at 11:00 am, start at 2:00pm and stop at 5:00pm.  

Saturday Fixed Route bus service is on request only.  Call 563-242-3721 to request a ride.

           M.  Street / Solid Waste Department: No interruption of services for garbage or recycling pick up. Collection will occur as normal. For questions regarding garbage or recycling collection, customers are to call 563-594-6759. Yard waste collection will resume the week of April 6th.

            N.  Water Pollution Control: No interruption of services. Customers are to call 563-357-6055 to report a sewer backup, catch basin, storm drain or manhole issue or for questions pertaining to the levee/flooding.

3. That the City of Clinton, Iowa acknowledges the guidelines in the Hon. Governor Kim Reynolds’ recent proclamation, and will acknowledge any future proclamations issued by the Governor, including but not limited to business closures/restrictions, and social distancing measures.

4. That this Proclamation of Emergency may be modified and/or superseded by future proclamation of the Office of the Mayor Clinton as future events warrant.

5. That any violation of any proclamation of the Office of the Mayor of the City of Clinton, Iowa shall be enforceable by the Clinton Police Department and any violation of the same shall be a violation of State law and criminally prosecuted as such and further subject to a court action seeking immediate relief to enjoin the behavior.

If a passenger has an essential need for transportation outside of the reduced service hours, please call 563-242-3721, and every attempt to accommodate the need will be made.

All playground equipment, basketball courts, pickle ball courts, and volleyball courts, along with other gathering spots for sports, open air shelters, and other facilities or amenities where group gatherings are typically held will be CLOSED starting at 4:00 p.m. April 2, 2020 until further notice. The Clinton Police Department will enforce this closure.

L. Transit/MTA: The Municipal Transit Administration (MTA) will be reducing hours to help ensure the safety of its employees and riders during the COVID-19 pandemic. The MTA highly recommends the public to stay at home and not take unnecessary trips.  Passengers should only take necessary trips for food and/or medical needs.  The route schedule reductions will begin on Thursday, April 2, 2020 until further notice. If a passenger has an essential need for transportation outside of the reduced service hours, please call 563-242-3721, and every attempt to accommodate the need will be made.

The hours of operation for Monday thru Friday will be 6:00 am to 10:00 am and 2:30pm to 5:30pm.

Main Avenue will operate at 6, 6:30, 7:30, 8:30, 9:30am then stop until resuming at 2:30, 3:30, and 4:30, and 5:00 pm if needed.

Camanche Ave will operate at 7:00, 8:00, and 9:00 am, then stop until resuming at 3:00 and 4:00 pm.

Branch Line will operate at 6:30 and 7:00am, 3:30 and 4:00 pm

Hill Line will not operate.

13th Ave N will not operate.

Lincoln Way Shuttle will not operate.

Additionally, requests will be taken from 6:30 to 9:30 am and 2:30 to 5:00 pm and every effort will be made to accommodate a pickup at a location on a normally operated route.

Saturday fixed route bus service will be on request only and only for necessity trips (work, food, medical).  Call 563-242-3721 to request a ride.   

M.  Street / Solid Waste Department: No interruption of services for garbage or recycling pick up. Collection will occur as normal. For questions regarding garbage or recycling collection, customers are to call 563-594-6759. Yard waste collection will resume the week of April 6th.

N.  Water Pollution Control: No interruption of services. Customers are to call 563-243-4064 to report a sewer backup, catch basin, storm drain or manhole issue or for questions pertaining to the levee/flooding. At this time, the Department is only responding to sewer backups.

3. That the City of Clinton, Iowa acknowledges the guidelines in the Hon. Governor Kim Reynolds’ proclamation, including but not limited to:

G.   Tattoo establishments: All Tattoo establishments, as regulated by Iowa Code § 135.37, shall continue to be closed.

H.   Tanning facilities: All tanning facilities, as defined by Iowa Code § 136D.2(5) shall continue to be closed.

I. Massage therapy establishments: All establishments where an individual is practicing massage therapy as defined by Iowa Code § 152C.1(3) shall continue to be closed.

J. Theaters: All theaters or other performance venues at which live performances or motion pictures are shown are hereby closed.

K.   Casinos and Gaming Facilities: All casinos and other facilities conducting pari-mutuel wagering or gaming operations are hereby closed.

L. Senior Citizen Centers and Adult Daycare Facilities:  All facilities that conduct adult day services or other senior citizen centers are hereby closed.

M.  Mass Gatherings: Social, community, spiritual, religious, recreational, leisure, and sporting gatherings and events of more than 10 people are hereby prohibited at all locations and venues, including but not limited to parades, festivals, conventions, and fundraisers. Planned large gatherings and events must be canceled or postponed until after termination of this disaster.

WHEREAS, COVID-19 poses a serious threat to the public health and safety of the City of Clinton, Iowa as outlined by the Center for Disease Control (“CDC”); and

WHEREAS, the Iowa Department of Public Health (“IDPH”) has now determined that community spread of COVID-19 has occurred in the State of Iowa; and

WHEREAS, the Hon. Governor Kim Reynolds has issued a State of Public Health Disaster Emergency outlining specific steps and requirements to combat the spread of COVID-19; and

WHEREAS, Section 372.14(2) of the Code of Iowa grants the Mayor powers to declare an emergency and govern through proclamation to protect the health and safety of the citizens of Clinton.

NOW, THEREFORE, I, Scott Maddasion, Mayor of the City of Clinton, Iowa, do hereby proclaim the following:

1. That a state of emergency or public danger exists within the City of Clinton because of the threat of the spread of the COVID-19 virus.

Council Meetings:

Not open to the public. Residents who wish to speak at a Council meeting are to use the dial-in and access code information at the top of Council and Committee of the Whole agendas. All Council and Committee of the Whole meetings are live-streamed on YouTube (and can be viewed any time 24/7 after the meetings conclude). All agendas will be posted to the front glass of City Hall.

City Engineering Department:

Finance Department:

Payments can be made online or placed in the drop box across from City Hall. Customers are to call 563-242-7545 for assistance with making online payments.

Fire Department:

Customers are to call 563-242-0125 for non-emergency matters. For questions pertaining to COVID-19, residents are to call 2-1-1.

Parks and Recreation Department:

Eagle Point Lodge and Ericksen Community Center reservations are being cancelled through April 13 and refunds will be issued.  For special events, registrations, or other inquires please contact Parks and Recreation staff at 563-243-1260.

Police Department:

Customers needing to make a police report, make a hit and run report or for general information should call 563-243-1458. Customers needing a copy of an incident report, accident report or for background checks should call 563-243-1456. Customers needing a towed vehicle released, or the release of property/evidence (by appointment only) should call 563-243-1457. Customers are instructed to use the drop box for any paperwork for the Police Department.

Transit/MTA:

Remains open. Due to the Clinton Community School canceling classes, the MTA will change to summer hours until classes resume. This only affects two routes: the Hill and Branch Lines. The Branch will operate from 6:00 a.m. until 6:00 p.m., alternating with the Hill Line from 8:00 a.m. to 4:00 p.m. The Hill Line will run at the top of the hour (:00) and the Branch Line will operate on the bottom of the hour (:30). The changes will be that there will be no Hill Line before 8:00 a.m. or at 8:30 a.m., 3:30 p.m. and 4:30 p.m. and no Branch at 8:00 a.m., 3:00 p.m. or 4:00 p.m. Department can be reached at 563-242-3721.

Street / Solid Waste Department:

No interruption of services for garbage or recycling pick up. Collection will occur as normal. For questions regarding garbage or recycling collection, customers are to call 563-594-6759. Yard waste collection will resume the week of April 6th.

Water Pollution Control:

No interruption of services. Customers are to call 563-243-4064 to report a sewer backup, catch basin, storm drain or manhole issue or for questions pertaining to the levee/flooding. Job applications are to be mailed to City Clerk’s Office, City Hall, P.O. Box 2958, Clinton, IA 52733-2958. Mailings must be postmarked March 26th to be considered.

PROCLAMATION

CITY OF CLINTON, IOWA EMERGENCY PROCLAMATION

WHEREAS, COVID-19 poses a serious threat to the public health and safety of the City of Clinton, Iowa as outlined by the Center for Disease Control (“CDC”); and

WHEREAS, the Iowa Department of Public Health (“IDPH”) has now determined that community spread of COVID-19 has occurred in the State of Iowa; and

WHEREAS, the Hon. Governor Kim Reynolds has issued a State of Public Health Disaster Emergency outlining specific steps and requirements to combat the spread of COVID-19; and

WHEREAS, Section 372.14(2) of the Code of Iowa grants the Mayor powers to declare an emergency and govern through proclamation to protect the health and safety of the citizens of Clinton.

NOW, THEREFORE, I, Scott Maddasion, Mayor of the City of Clinton, Iowa, do hereby proclaim the following:

1. That a state of emergency or public danger exists within the City of Clinton because of the threat of the spread of the COVID-19 virus.

2. That based upon the advice of the CDC and other public health agencies, and pursuant to the State of Public Health Disaster Emergency issued by the Hon. Governor Reynolds, I hereby declare the following:

            A. City Hall: The 1st floor of City Hall will remain open, the 2nd floor will be closed.  All customers at City Hall should proceed to the Finance Department.

            B. Council Meetings: Due to the mass gathering recommendation, the public will only be able to participate in Council meetings via a conference call and will be unable to attend in person. A call-in number will be provided with all agendas posted.

            C. Police and Fire: No tours at any Fire Station until further notice. The Police reporting area remains open.

            D. Building & Neighborhood Services: Closed to walk-in customers. Customers are to call 563-244-3360 to receive permits electronically. Non-essential rental and building inspections will be postponed until after April 13.

            E. Bus (MTA) service:  Remains open. Due to the Clinton Community School canceling classes, the MTA will change to summer hours until classes resume. This only affects two routes: the Hill and Branch Lines.             H. Solid Waste: No interruption of services for garbage or recycling pick up. Collection will occur as normal.  

            I. Boards/Commissions/Committees: All non-essential meetings canceled.

3. That the City of Clinton, Iowa acknowledges the guidelines in the Hon. Governor Kim Reynolds’ proclamation, including but not limited to:

A.   Restaurants and Bars: All Restaurants and Bars are hereby closed to the general public except that to the extent permitted by applicable law, and in accordance with any recommendations of the Iowa Department of Public Health, food and beverages may be sold if such food or beverages are promptly taken from the premises, such as on a carry-out or drive-through basis, or if the food or beverage is delivered to customers off the premises.

B. Fitness Center: All fitness centers, health clubs, health spas, gyms, aquatic centers are hereby closed.

C. Theaters: All theaters or other performance venues at which live performances or motion pictures are shown are hereby closed.

D.   Casinos and Gaming Facilities: All casinos and other facilities conducting pari-mutuel wagering or gaming operations are hereby closed.

E. Mass Gathering: Social, community, spiritual, religious, recreational, leisure, and sporting gatherings and events of more than 10 people are hereby prohibited at all locations and venues, including but not limited to parades, festivals, conventions, and fundraisers. Planned large gatherings and events must be canceled or postponed until after termination of this disaster.

F. Senior Citizen Centers and Adult Daycare Facilities:  All facilities that conduct adult day services or other senior citizen centers are hereby closed.

4. That this Proclamation of Emergency may be modified and/or superseded by future proclamation of the Office of the Mayor Clinton as future events warrant.

5. That any violation of any proclamation of the Office of the Mayor of the City of Clinton, Iowa shall be enforceable by the Clinton Police Department and any violation of the same shall be a violation of State law and criminally prosecuted as such and further subject to a court action seeking immediate relief to enjoin the behavior.

The City of Clinton is issuing guidance to residents to assist in preventing the spread of coronavirus (COVID-19). These precautionary measures are for large events and gatherings in mind, and will promote social distancing practices – a key recommendation to prevent community spread of the disease with the least disruption possible to people’s daily lives.

“The guidance I am issuing today is for the entire City of Clinton.  We need to be proactive and do not believe our community is immune,” said Mayor Scott Maddasion. “We currently have zero cases in the community but the City wants to safeguard the health and wellness of all the citizens, and we will continue to monitor the situation and ensure updating any and all procedures as the situation evolves.”

Specifically, the State of Iowa and City of Clinton are issuing the following guidance:

COMMUNITY EVENTS

• The City is recommending all events exceeding 50 individuals be cancelled until April 13.

• Additionally, the City is encouraging that community events of 50 people or more should be cancelled or postponed until April 13. This includes personal and social events. Residents should use good judgment about canceling events in their own communities.

• For events less than 50 people, residents should closely consider who is likely to attend the event and, if it includes vulnerable populations, strongly consider canceling.

• All sporting events with large spectator crowds should be cancelled until April 13. This should include school and minor league sporting events.

GOVERNMENT

•        City Hall: The 1st floor of City Hall will remain open, with the 2nd floor to close.  All customers at City Hall should proceed to the Finance Department. Staff recommends mailing and using the drop box in front of City Hall for sewer and solid Waste payments.  Electronic payment forms, also known as ACH, can be placed in the drop box.

•        Council Meetings: There is no plan to cancel meetings of the City Council for the next week. However, the City is strongly recommending, in accordance with guidance from IDPH and the CDC, that residents view next week’s meeting via livestream instead of in-person to ensure City business moves forward safely and efficiently.

•        Police and Fire:  The City’s first responders have CDC-approved personal protection equipment and are following recommended protocols.   No tours at any Fire Station until further notice. The Police reporting area remains open.

BUSINESSES AND WORKPLACES

• The State encourages businesses across the state to take advantage of teleworking capabilities.

• Every business that can have employees work remotely should consider doing so immediately.

• For those who cannot, we encourage employers to take proper precautions to keep individuals safe in the workplace. This includes reminding staff to stay home when sick or with a fever; considering a plan for teleworking where feasible; remaining flexible on leave policies; and promoting robust mitigation approaches, such as hand washing, cleaning, and offering hand sanitizer.

The Iowa Department of Public Health (IDPH) reports 22 Iowans have tested positive with COVID-19. Additionally, IDPH has determined there is now community spread in our state.

Clinton residents can help prevent the spread of illness by following simple daily precautions including washing hands frequently, covering coughs and sneezes, and staying home when ill. It is currently flu and respiratory disease season, and IDPH recommends getting the flu vaccine. Influenza activity is widespread in Iowa and as long as flu viruses are circulating, it’s not too late to receive the vaccine.

Symptoms of COVID-19 include fever, cough and shortness of breath. Those most at risk of the virus are older adults, and individuals with underlying health conditions.

In addition, a public hotline has been established for Iowans with questions about COVID-19. The line is available 24/7 by calling 2-1-1 or 1-800-244-7431.
